It's hatched. Little stars are coming out of the football. It's a vesica piscis, vessel of the fish, also called the abyss of Isis or the fish that swallowed a piece of Osiris's male anatomy.
Most refer to the opening of the abyss and upon release the stars fall from heaven to earth.
This is Persephone (aka Columbia, aka 'Liberty'), goddess of death/underworld and she also sits right on top of the Capitol Building
